All young people eligible for the program have lived in Out of Home Care through the Child Protection system and have experienced significant challenges in their childhood. The Merri-bek TAC L2P Program assists young learner drivers (aged between 16-21) who have no access to a supervising driver or vehicle, to gain the driving experience required to apply for a probationary licence. Volunteer mentors support young people to gain supervised driving experience in an L2P car - no cost to young people or volunteers. Volunteers undertake comprehensive VicRoads training.

Races take place on Saturday afternoons at Christies Beach during the summer season (October to April) and four Sundays during the winter season (May to September). The rescue boat is launched at the O'Sullivan Beach Marina, and is manned by two qualified volunteers.

PCYC Queensland’s Braking the Cycle program supports young people to complete their mandatory 100 hours of supervised driving in a safe and suitable vehicle with a volunteer mentor. The vehicles are kindly donated by the community.
